This is a really soft spot. It appears to be bark that the tree over-grew. No worries, some thinned out epoxy and some sawdust will fill the voids and harden it right up. It'll take a few attempts to get this solid and leveled up as the thinned epoxy is absorbed pretty well by the wood.
