I ended up punching a 0.625" hole in a piece of 3/16" bar stock and reaming it out to fit over one of the pins. I then drilled and tapped a hole for a stud that I'll weld in and another 'pin' will be screwed on to it. That 'pin' will be what forces the sheet metal around the other 'pin' when the handle is rotated.
